A fake casino looks like the real thing: a lobby, a logo, a licence badge and a deposit screen. What it lacks is a record on the regulator’s pages, and that is the one thing you can check in a couple of minutes. PAGCOR’s chairman said in August 2026 that around 50 percent of online gaming sites accessed in the Philippines are illegal, so the check is worth running every time.
Red flags that point to a fake casino
These come from PAGCOR’s own public notices and warnings, not from this site’s opinion.
| Red flag | What PAGCOR has published | How you check it |
|---|---|---|
| A PAGCOR logo on the page | Sites use the logo without permission to suggest a link to licensed gaming | Look for the domain on PAGCOR’s lists, not for the logo |
| A licence certificate image | Fabricated certificates are shown on offshore-style sites | Ignore the image; use the list |
| A certificate “verifier” link | PAGCOR named certificate-checker websites it says are counterfeit and not its own | Type pagcor.ph yourself |
| Contact only through Facebook, X, Telegram or Viber | PAGCOR’s notice says entities on those platforms use fake certificates | Ask which list row they hold |
| A claim to hold an offshore licence from PAGCOR | PAGCOR says offshore operators were banned from 31 December 2024 | Treat the claim as a report, not a licence |
| The site returns on a new domain after a shutdown | The chairman said some sites immediately create new ones | Match the new domain on the list again |
| Winnings that never arrive | PAGCOR cites growing complaints about sites that do not pay winnings | Stop depositing and report |
One flag is a reason to stop and check. Two or more is enough to close the tab.
Fake gambling site: what the notices describe
PAGCOR’s June 2025 warning named a group of websites that claimed to be licensed or accredited while using its logo and fabricated licence certificates. It also recorded one fraudulent site operating from the United Kingdom, which shows that a “foreign” address is no sign either way.
The regulator’s 2023 notice added that it had passed the results of its monitoring to the Philippine National Police, the Department of Information and Communications Technology and the National Bureau of Investigation. It also said it had shut down most of the sites it found, and that some made new ones at once. A fake gambling site is therefore a moving target, which is why a bookmark of the lists beats a memory of a name.
Casino scam: how the money side fails
A casino scam rarely announces itself at registration. It shows at the cashier, when a withdrawal stalls or a new payment is demanded before money is released. PAGCOR’s chairman pointed to the same end of the process in 2025, citing a growing number of complaints against gaming sites that do not pay the winnings of players.
Use this order when a payout stalls on a site you cannot match to a PAGCOR record.
- Stop. Do not send anything that is described as a fee to release money.
- Screenshot the balance, the withdrawal request, the chat and the payment receipts.
- Keep the exact web address and any account or transaction numbers.
- Follow the sequence on the page about how to report a scam.
Fake website checks you can verify yourself
A fake website leaves traces that no designer can remove, and none of them needs a paid tool.
- PAGCOR’s records. Search the exact domain on the lists at pagcor.ph, as shown in the page on the PAGCOR list of licensed online casino records.
- PAGCOR Guarantee. Search the brand at pagcorguarantee.ph and compare the domain.
- Domain registration. Look the domain up in ICANN’s registration data lookup tool, which returns current registration data straight from registries and registrars.
- Browser signals. Read the security symbol beside the address, and check Google’s Safe Browsing site status for the domain.
Each of these has its own walk-through on the page of free legit checker steps. None of them certifies a casino as safe: they tell you what the record and the browser say, and the PAGCOR record is the one that decides.
After the check
- If the domain fails, leave without registering.
- If you paid, go to the reporting order.
- If the site claims an offshore licence, read the history.
The detail for each: If the site claims an offshore licence, the background is on the offshore gaming ban page. For what makes a site a registered one in the first place, read the licensed casino basics page.
FAQ
How can I tell a fake casino from a real one?
Match the exact domain against PAGCOR's published lists and search the brand at pagcorguarantee.ph. A logo, a certificate image or a badge on the page is not a record.
Does a PAGCOR logo on a casino site prove it is licensed?
No. PAGCOR has warned that websites use its logo without permission and display fabricated licence certificates. Only a row on its own lists counts.
Nagbayad ako sa isang casino site at hindi na ako makalabas ng pera. Fake ba ito?
Isang karaniwang senyales iyan. Itigil ang deposito, i-save ang mga screenshot at resibo, at sundin ang pagkakasunod-sunod sa page tungkol sa pag-report ng scam.
Can a fake gambling site look exactly like a real casino?
Yes. Copying a layout takes minutes. What a copier cannot change is the registration record, which is why the check starts on PAGCOR's pages and not on the site.
