Offshore gaming in the Philippines meant online casino-style services run from the country for customers outside it. It was a licensed activity until Executive Order No. 74, signed on 5 November 2024, banned it. If you meet a site today that talks about an offshore PAGCOR licence, the history below shows why that phrase should send you to the records.
What offshore gaming covered
The order defines offshore gaming operations as online games of chance, limited to livestreamed electronic casino games, online random number generator games and online sports betting. They had to be offered exclusively and directly to foreign players located outside the Philippines. Online games conducted in PAGCOR-operated casinos, licensed casinos or integrated resorts with junket agreements were excluded from that definition.
The point to hold on to is the audience. The licensed offshore class was built for players abroad, not for you.
The kinds of operator the order named
The order groups the businesses it banned. The table lists each one with the feature that tells it apart.
| Kind of entity in the order | Who they are | What sets them apart |
|---|---|---|
| POGO licensee | A Philippine offshore gaming operator licensed by PAGCOR | Provided offshore gaming services |
| POGO gaming agent | The Philippine representative of an offshore-based licensee | Acted for a licensee based elsewhere |
| POGO service provider | A Philippine corporation supplying parts of the operation | Strategic or IT support, live studio and streaming, gaming software platform |
| Internet gaming licensee (IGL) | A business-to-consumer licensee, Philippine- or foreign-based | Served exclusively offshore-based or foreign players |
| Other offshore gaming licensee | An operator licensed by a special economic zone, tourism zone or freeport authority | Licensed outside PAGCOR but under its supervision |
Offshore gaming operator: the order’s definition
An offshore gaming operator in the order’s wording is any of the entities in the table above. The definition also reaches the local gaming agent and the authorised content or support provider of an internet gaming licensee, so the ban covered the supply chain and not only the brand on the front.
Offshore casino: what the word means for a player
An offshore casino in this context was a service aimed at foreign players. A site that takes players inside the Philippines and describes itself as holding an offshore licence is describing a class the order ended. Treat the claim as something to check against PAGCOR’s lists and to report if it fails.
What the 2024 ban changed
The order sets out four direct effects in its second section.
- Offshore operators without the necessary licence, permit or authorisation are classed as illegal gambling entities and fall under the intensified crackdown.
- New applications for offshore gaming licences, and for related ancillary services, are no longer allowed.
- Existing licences and permits are no longer renewed or extended.
- All offshore gaming operations with issued licences must cease completely, including winding up their affairs, on 31 December 2024 or earlier.
Its tenth section adds that any person or entity who participates in, supports, finances, abets or aids illegal offshore gaming operations is to be dealt with to the fullest extent of the law.
Who was told to enforce it
The order created two working groups. One handled employment recovery and reintegration for displaced Filipino workers, chaired by PAGCOR. The other, on anti-illegal offshore gaming operations, was chaired by the Presidential Anti-Organized Crime Commission with the Department of Justice as vice chairperson, and counted the National Bureau of Investigation and the Anti-Money Laundering Council among its members.
PAGCOR’s chairman said in 2025 that previous licensees and service providers that keep operating are illegal, and that any entity claiming to operate under a PAGCOR licence for offshore gaming should be reported immediately.
What this means when you meet a site
Three things follow for a player.
- A site’s licence claim is checked at pagcor.ph, never on the site. The method is on the page about the licensed casino records.
- If a site fails the check, the order of actions and the bodies to contact are on the page about how to report a scam.
- If gambling has become a problem for you or a relative, the PAGCOR exclusion program is the regulator’s own tool.
